and hope to conclude their treaty within a very brief period.

So far as concerns possible criticisms by the Kenya Europeans we would suggest that it might be explained to them that the proposed exchange of notes with the Chinese Government will be no more in conflict with the policy of the Kenya Government with regard to the Kenya Highlands than the St. Germain Convention which already exists, and that although His Majesty's Government are precluded from safeguarding the white Highlands policy in the treaty with China, such administrative action as may be possible will be taken to give effect to it in practice. that in the matter of administrative obstruction to
